Market context
The launch follows commitments made at the 2025 NATO Summit in The Hague. Member states agreed to increase defence and security spending to 5 per cent of GDP by 2035, allocating 3.5 per cent to military spending and 1.5 per cent to infrastructure and resilience . WisdomTree positions the fund as a complement to its existing WisdomTree Europe Defence UCITS ETF.
National investment programmes across Europe are directing multi-year spending toward green energy, grid expansion, transport, and digital priorities. Several member states have created dedicated funds and eased fiscal constraints to support these projects.
The reform of EU fiscal rules may create up to €700 billion of additional fiscal space for public investment between 2025 and 2031, according to WisdomTree. The new rules, in force since April 2024, allow member states to negotiate multi-year consolidation plans with the European Commission. Countries can extend adjustment periods from four to seven years if they commit to investment and reform packages aligned with EU priorities .
Pierre Debru, Head of Research, Europe at WisdomTree, said: “European infrastructure represents a theme shaped by sustained investment commitments rather than near-term economic cycles. Capital is increasingly being directed toward energy networks, transport and digital infrastructure as Europe prioritises security of supply, modernisation and resilience. WisdomTree’s approach to ETF construction on this theme is designed to provide investors with purer exposure by emphasising companies with revenues directly tied to infrastructure investment, rather than broad market exposure where the theme is only incidental. This can offer investors diversified yet targeted access to companies benefiting from the construction, development and operation of real assets across Europe, alongside the potential for durable revenue profiles as these investment programs are implemented over time.”
Alexis Marinof, CEO, Europe at WisdomTree, said: “European infrastructure needs to be considered more deliberately as priorities around energy security, modernisation and resilience move to the forefront across the region. These are essential systems that require sustained investment and long-term planning rather than short-term market timing. Thematic investing can be particularly effective in this context, and our approach focuses on providing a transparent and disciplined way to engage with these structural priorities, emphasising where economic exposure is most direct rather than relying on broad market benchmarks.”
